 If the legislature passes a law the people don’t agree with, voters retain the power to put it to a vote.

 Lawmakers must follow clearer rules when claiming emergencies that bypass normal democratic safeguards.

It stops lawmakers from changing the rules to protect themselves.

Any new law that affects the initiative or referendum process must be approved by voters first.
